The Overseas Workers Welfare Administration (OWWA) is the Philippine government’s welfare arm for overseas Filipino workers, operating under the Department of Migrant Workers (DMW). It provides Social Benefits, Education and Training assistance, and Repatriation and Reintegration services to its members and their families.
Who’s covered: OWWA membership is mandatory for all departing OFWs and is typically processed as part of OEC/deployment paperwork. Membership must stay active to access any of the benefits below.
Social & Financial Benefits
- Death benefit: ₱100,000 for natural causes
- ₱200,000 for accidental causes
- Burial benefit: ₱20,000
- Disability/dismemberment benefit: up to ₱100,000 for accident-related injuries
- Total or permanent disability benefits ranging from ₱50,000 to ₱100,000
Education Support for Dependents
For 2026, OWWA announced 10,000 additional scholarship slots for OFW dependents, alongside a raised income threshold of up to USD 1,000 to qualify more middle-income families.
The Education for Development Scholarship Program (EDSP) offers ₱60,000 per school year for qualified dependents pursuing a 4- or 5-year college course.
The OFW Dependent Scholarship Program provides ₱20,000 per school year for dependents of members earning $400 or less monthly.
Reintegration & Livelihood
- The Balik Pinas! Balik Hanapbuhay! program offers up to ₱20,000 in non-collateral livelihood seed money for OFWs returning after job displacement or contract cancellation.
- Through the Enterprise Development and Loan Program, returning OFWs can access business loans of up to ₱2 million for individuals or ₱5 million for group enterprises, via Land Bank or DBP.
How to check or renew membership: Membership costs ₱960 per year for land-based OFWs, valid exactly one year from date of payment. Verification can be done online through the OWWA website or the iOFW app, though new enrollment still requires an in-person visit to an OWWA office or embassy.
